Brief history:

This office was earlier known as the Office of the Delegate to the Director of Public Instruction. In 1976 it was known as the Office of the Gazetted Headmaster, Mahe. Subsequently the office is re-designated as the Office of the Chief Educational Officer, Mahe

This office has the control over the general management and administration of all the Govt. and Private schools in Mahe region. The financial management and administration of all the Govt. schools are carried out by this office. The Chief Educational Officer, Mahe is the Inspecting Officer in respect of all Schools including Higher Secondary Schools in Mahe region. He will co-ordinate and supervise the academic, financial, cultural and other activities of the Higher Secondary Schools in Mahe region. The 10 Balwadies under the control of the Department of Women & child Development are also transferred to this office with effect from 1-10-2003. Two Jawahar Mini Bal Bhavans are also run by this office. The Chief Educational Officer is a Member of the Jawahar Navodaya Vidyalaya Management Committee, Mahe also. This office is conducting the admission tests for the Navodaya Vidyalaya.

This Office co-ordinates the functioning of one Govt. Public Library and 3 Branch libraries which are under the Directorate of Art and Culture. In general, financial and administrative works of the libraries like establishment matters purchase of library books, periodicals, posting and transfer of staff, accounts, budgeting, sending of returns and despatch are also carried out by this office.

This Office deals with the academic and administrative matters of all Govt. Schools like preparation of syllabus, setting of question papers, conduct of examinations, training programmes for teachers, acquisition of lands, construction of school buildings, financial matters and budget, conduct of sports meets, exhibitions, seminars, admission tests, grant of scholarships, supply of midday meals, breakfast, uniforms, books and stationery, disbursement of salaries, creation of posts, service records of staff, Conduct of Balakalamela, Science Exhibition, Participation of schools in Republic Day and Independence Day, participation of schools in various competitions, Observance of important days, etc

Inspection of schools are carried out to ensure proper conduct of classes, punctuality in attendance, distribution of free supply articles compliance of approved syllabus and provision of the Puducherry School Education Rules, etc.

This office effects the purchase, procurement and supply of teaching materials, books and stationery and free supply items to the schools. The district unit of SSA, Mahe started functioning from September 2007 under Sarva Shiksha Abhiyan Project, grants are released to the 17 Govt. schools in Mahe. The ultimate aim of Sarva shiksha Abhiyan is to achieve the goal of Universal Elementary Education by enrolling all the children between 6-14 years of age and ensuring that within nine years they complete Primary Education. The Sarva Shiksha Abhiyan Programme is an attempt to provide an opportunity to all children to get quality education.

Regular meetings of the Heads of School are convened by this office to conduct functions, science exhibitions, sports activities, seminars, in-service training, admissions including for Jawahar Navodaya Vidyalaya, for conduct of cultural programmes like Balakalamela, etc. These inspections and meetings enable to ensure that concerted efforts are made by all the teachers to cover properly and efficiently the lessons of the syllabus in a time bound manner, that students are properly coached so that they are able to learn and understand what is taught, that proper discipline is taught so that the children are moulded to become principled and generous people and so that they are not left out from the mainstream of educational prospects and better life because of the slackness of the teachers or because of the lack of proper learning facilities.

Regular returns are collecting from the schools to assess the students and staff strength, facilities, etc

There are four Govt. Higher Secondary Schools, Three High Schools, Two Middle School and Eight Lower Primary Schools, functioning in Mahe. The Higher Secondary Schools are affiliated to the Board of Higher Secondary Education, Govt. of Kerala and High Schools to the Board of Secondary Education, Government of Kerala. Out of the three High Schools one is a French Medium, the examinations of which are conducted by the Deputy Director of French Education, Govt. of Puducherry.

The following are the Educational institutions, Bal Bhavans and Libraries under the control of Chief Educational Officer, Mahe. From XI class onwards instruction is only through English Medium.

Schemes implemented by the Department

  • Free Supply of Uniforms, Stationery items and Text Books to Poor Children
    • Under the scheme, Uniforms are supplied to the children of LKG to XII Stds.
    • Text Books were supplied to the students of I to XII Stds.
    • Note Books were supplied to the students of standards from I to XII Stds.
  • Midday Meals Scheme and Break Fast scheme
    • Midday Meals are supplied to all students of Pre-Primary to XII Stds. in Govt. Schools.
    • Under Breakfast scheme, Hot milk is supplied to all students from Pre-Primary to XII Stds. classes in morning session only.
  • Scholarships – Scholarships are granted to students under the following schemes:
    • Pre-matric scholarship to scheduled caste students
    • Annual parental income should not exceed Rs.24,000/-. The student should have been promoted to the next higher class in the last academic year.
    • Pre-matric scholarship to O.E.B.C. students
    • Annual parental income should not exceed Rs.75,000/- and the student should have passed in the annual examination. Scholarship of Rs.500/- per year from VI to VIII Stds.and Rs.750/- from IX to X Stds.
    • Merit-cum-Means Scholarship: 3 IX Std. students selected from Mahe region up to XII Std. amounting to Rs.6000 per year per students.
    • Scholarship to disabled students from 1st Std. Disability not less than 40% parents Annual income not to excess Rs. 35,000/-.
    • BPL students studying in 9th & 10th under Rajiv Gandhi Social Security Scheme amount Rs. 1200/- parental income in below Rs. 24,000/-.
    • Award of Attendance Scholarship to Girls students of 11 to 14 years who are studying VI to VIII Std @ Rs. 200/- per annum. The Scheme is intended to benefit Girl Students belonging to weaker section of the society other than SC/ST based on their attendance of the academic year 2010-11 and whose parents income is Rs.75,000/- or less per annum.
    • Cash awards to first 3 Top Ranking students of SSLC for Government schools at Rs.50,000/-, Rs.30,000/- & Rs.20,000/-. This award is given to the 3 topers of Govt. Higher Secondary Schools also. Mementos and Certificates are also awarded to teachers who produced 100% result in their subjects in SSLC & Higher Secondary Examinations.
